Critical Asset Security Team
Project Overview
4Liberty plays a crucial role for a southern CA utility’s Critical Asset Security Team (CAST) projects. CAST is a multifaceted program that evaluates all components of security and integrates protective measures based on formal risk and threat analysis. The Program works with Federal and local agencies to develop a multi-layered security approach based on-site and customer-based needs. The program includes the installation and incorporation of new and/or upgraded access control, detection, and monitoring systems; intruder tracking, motion, and thermal video and cameras, intelligent analytics, and equipment monitoring; intrusion defenses, such as ballistic barriers and crash-resistant entrances.
Our Approach
4Liberty’s role in the CAST Program includes comprehensive program and project management, plus financial controls for Corporate Security. 4Liberty supported no less than 13 projects in various stages of assessment, design, construction, commissioning, and maintenance. Due to the program’s nature and variations from site to site, 4Liberty provides Subject Matter Experts on standardizing procedures, assessments, implementation and testing, and deployment approaches.
The Results
In recent years, the utility passed all NERC/CIP audit assessments and was commended on the security approach. 4Liberty was integral to preparing for and passing the NERC/CIP audit.
